kateのconfig回りを書き換えて、ついでにKTextEditor::EncodingInterfaceを変更していたのをKTextEditor::AutoDetectInterfaceを新設することに変更。
kwriteがAutoDetectInterfaceを使用するように変更。
と修正を加えました。
